Abstract: It is a hazard of annual reports&#xD;
that events do not always fit neat&#xD;
timescales. At the very end of this&#xD;
reporting year, indeed on the 26th&#xD;
March, it was announced that, after&#xD;
months of effort, a new power-sharing&#xD;
government would be formed in&#xD;
Northern Ireland- on 8th May.&#xD;
Sometimes the sheer historic weight of&#xD;
events demands that the strict&#xD;
discipline of annual reports be set to&#xD;
one side, if only to acknowledge that&#xD;
something significant has taken place.&#xD;
While it is too early to judge the&#xD;
success or otherwise of the new&#xD;
government, there can be no doubt&#xD;
that a milestone has been reached,&#xD;
offering the hope that Ireland is&#xD;
embarked on a new era of peace&#xD;
characterised by trust rather than&#xD;
suspicion, justice rather than&#xD;
discrimination and peace rather&#xD;
than violence.</description>

Abstract: In this the second annual report the Council has retained the format introduced last year, namely, an introductory broad&#xD;
brush analysis of the context within which the Council has worked, followed by an activity table outlining in more detail&#xD;
the Council’s work over the past year.&#xD;
Such an approach offers a meaningful insight into the thinking that has underpinned the Council’s endeavours and also provides an opportunity, albeit in a limited way, to&#xD;
articulate again the Council’s philosophy and core values. Additionally, it allows the Council to update the environmental scan which impacted on the corporate&#xD;
planning processes. In addressing these issues noted above the annual report&#xD;
reflects on the nature of change in the modern world, within a global and local context, and the implications for the&#xD;
Council and the profession at large.</description>
